Comunicat de les universitats i dels centres de recerca de Catalunya

Avui s'han reunit els màxims representants del conjunt d'universitats i centres de recerca de Catalunya (una seixantena d'institucions que representen prop del 90% del sistema) per valorar la situació creada a Catalunya de resultes de les actuacions de l'Estat espanyol en els darrers dies. A la reunió hi han assistit també representants dels sindicats i de les associacions d'estudiants.

S'ha constatat que s'ha atemptat contra l'honorabilitat de les institucions acadèmiques i de recerca de Catalunya, que han estat incloses pel Ministeri d'Hisenda i Funció  Pública en una llista d'entitats financerament intervingudes i per tant sospitoses als ulls del Ministeri de poder realitzar actes de frau de llei. Aquesta llista s'ha fet arribar a les entitats bancàries per tal de bloquejar i posar sota control l'activitat de gestió econòmica ordinària sense cap mena de comunicació prèvia i directa a les universitats i els centres de recerca. Aquest fet posa en risc l'activitat acadèmica i de recerca, també quan aquesta és finançada amb recursos de la Unió Europea o amb fons privats, i malmet tant la reputació com la credibilitat internacional de les institucions, aspectes crítics a l'efecte de la seva participació en projectes internacionals i a l'atracció i retenció de talent.

Es per això que les entitats assistents:

  1. Exigeixen a les autoritats competents de l'Estat espanyol la reversió immediata d'aquests mesures totalment insòlites i inacceptables.
  2. Comunicaran a les instàncies europees i internacionals la greu situació de crisi derivada d'aquestes actuacions.

D'altra banda, pel que fa a les mobilitzacions que es puguin produir en els propers dies, l'Associació Catalana d'Universitats Públiques (ACUP) manifesta que una de les funcions de les universitats es formar professionals altament qualificats i alhora ciutadans crítics i responsables socialment. En aquest sentit, s'acordaran en breu patrons comuns per facilitar la participació dels estudiants, del personal docent i investigador i del personal d'administració i serveis a les mobilitzacions que es puguin dur a terme.

Communiqué from the universities and research centres of Catalonia

Today, the highest representatives of the universities and research centres of Catalonia (60 institutions, representing around 90% of the university and research community) have met to assess the current situation in Catalonia resulting from the actions of the Spanish Government over the last few days. The meeting was also attended by representatives of the trade unions and students' associations.

It has been concluded that the good repute of the academic and research institutions of Catalonia has been undermined by their inclusion by the Ministry of Finance and Civil Service in a list of institutions whose budgetary powers have been rescinded and which are, therefore, in the eyes of the Ministry, suspected of being liable to fraudulent behaviour. This list has been communicated to the banks in order to block and assume control of the management of ordinary financial affairs, with no form of direct prior notification to the universities and research centres. These actions are a threat to academic and research activity, including that funded by European Union resources or private funds, and damage both the reputation and the credibility of the institutions at an international level, thereby putting in peril their participation in international projects, and their ability to attract and retain talent.

It is for these reasons that the attending institutions:

  1. Demand the immediate reversal by the appropriate authorities of the Spanish Government of these extraordinary and unacceptable measures.
  2. Will communicate the critical situation created by these actions to the relevant European and international agencies.

Furthermore, regarding the protests that may take place over the coming days, the Catalan Association of Public Universities (ACUP) has declared that one of the functions of universities is to train highly qualified professionals and at the same time to produce socially responsible and critically thinking citizens. Accordingly, a common policy will shortly be agreed upon to facilitate the participation of students and teaching, research, and administrative and services staff in the protest actions that take place.
